The Digitising Social Care programme at Bedfordshire, Luton and Milton Keynes Integrated Care System has been awarded £1.1m from NHS England’s Adult Social Care Technology Fund, allowing it to provide digital solutions to local residents.

The funding is to be provided over 15 months and will allow Bedfordshire, Luton and Milton Keynes ICS to expand existing technologies, as well as introduce new ones. The ICS made a joint application for the funding with the University of Hertfordshire and Health Innovation East. Just three other health and care systems were awarded a share of £3.7m funding.

Patricia Coker, senior responsible officer for the Digitising Social Care (DiSC) programme, said: “The DiSC programme is a fantastic example of collaborative working between the NHS, local authorities and the care sector. Over the past two years, we have helped improve the experience of care for residents and saved valuable time for care staff to enable them to provide more personalised care. Securing this funding is a huge accolade for the team and means that we can continue supporting vulnerable adults for the next two years.”

The two solutions that the Bedfordshire, Luton and Milton Keynes ICS will provide are PainChek and Robopets.

PainChek is capable of identifying and managing pain for those who are unable to communicate it verbally. It works by measuring small changes in facial expressions and voice to generate a pain score, guiding carers to providing the right support. The new funding will support around 1,000 residents to be assessed by their care provider.

The end of last year saw Edinburgh Royal Infirmary announced as the first UK hospital to trial the AI-powered pain assessment tool.

Robopets focuses on providing a calming influence, boosting mental health and wellbeing, and delivering greater independence and confidence. The funding will provide around 1,300 care home residents with a robotic companion to provide comfort and combat loneliness.

Both innovations will help to improve wellbeing and quality of life for local residents, while at the same time improving care quality and safety, as staff will gain more time to provide care.

It said the plans have been made possible by an award of £1.1 million from NHS England’s Adult Social Care Technology Fund.

The ICS said the technologies will be used alongside others introduced as part of the digital programme.

The PainChek electronic device helps to identify and manage pain for people who are unable to communicate it verbally. It measures small changes in facial expressions and voice to quantify a pain score and guide carers to provide the right support.

BLMK ICS said the funding will make it possible to support around 1,000 residents in a variety of settings.

In addition, around 1,300 care home residents will be provided with robopets, robotic companions that can provide comfort and ease feelings of loneliness.

Both innovations are said improve wellbeing and quality of life for residents by reducing distress and anxiety, which will also be reassuring to their friends and families.

Maternity care assistant Lisa Smith is among 400 staff from Bedford and Luton & Dunstable hospitals involved in a 48-hour walkout.

Referring to a manager she, said: "I'm sure he doesn't have to visit foodbanks, I don't but I do know colleagues that have had to."

The Bedfordshire Hospitals NHS Foundation Trust said the strikes have impacted services.

Cathy Jones, chief operating officer at Bedfordshire Hospitals NHS Foundation Trust, said: "As a result of the industrial action taking place, our hospitals services will be impacted, with patients likely to experience delays during their appointments.

"Both our inpatients and outpatients may receive care from different clinical members of staff throughout the strike period, however all staff are trained and committed to providing the highest level of care."

Ms Jones said the trust agreed roles should be re-banded but said its offers had been rejected.

Unison said healthcare assistants, who are in salary band 2 of the pay scale, should only be providing personal care and not performing clinical tasks.

It argued that jobs such as taking blood, performing electrocardiogram tests and inserting cannulas were for band 3 staff.

Speaking on the picket line during the second day of the strike, Ms Smith said staff "pay is as low as it probably has been since we started".

The maternity care assistant, who has worked at the Luton & Dunstable for 10 years, said: "It would be nice to be appreciated and to maybe feel that appreciation in our pay-packet.

"The cost of living, everything is getting harder, everything is going up except our wages."

She explained some staff worked extra shifts to make more money but, after deducting childcare fees, were only left with about £40 per shift.

Ms Smith said she love her job but the workload could be difficult.

She said: "We have lots of staff shortages and we're brought in to close the gaps, we assist midwives and do quite a lot of their work.

"Lots of people think it's all about holding babies and having fun but actually you're leaving some days and you're crying because you've had such a hard day."

Connie McKeown, who has worked at the hospital for 15 years, said staff "feel very undervalued and unappreciated".

The health care assistant said she has been carrying out tasks beyond her pay band for years.

She said: "I don't feel we're recognised for all the hard work that we do, we've been underpaid and undervalued for a long time and we feel we're not going to take it any more.

"A lot of people seem to think all we do is feed patients and wash patients and that's so far from the truth it's unreal."

Hundreds of staff at two hospitals are set to strike next month over a pay dispute.

UNISON, the public service union, said more than 400 support workers at Bedford and Luton & Dunstable hospitals planned a 48-hour walkout on 11 March.

It believed staff who performed clinical tasks were not paid fairly and it also wanted to secure back pay.

The Bedfordshire Hospitals NHS Foundation Trust said it is committed to working with UNISON.

In a statement it said: "We value the vital contribution of our healthcare support workers and are aware of the national issues raised around the pay bands of these roles."

UNISON said that healthcare assistants, in salary band 2 of the pay scale, should only be providing personal care and not undertaking clinical tasks.

It argued that jobs such as taking blood, performing electrocardiogram tests and inserting cannulas were for band 3 staff.

The trust stated it was "in agreement and fully supportive of the re-banding of these roles and have made an offer to move workers on to a higher pay grade, where applicable, with back pay to July 2021."

The unions said an offer from the trust fell short of their expectations for back pay going back to April 2018.

It added the trust had also failed to clarify which staff would be regraded.

UNISON eastern regional organiser Julie Trundell said support staff "deserve to be paid fairly for their work".

She said: "All they're asking for is to be properly rewarded and receive back pay for the work they've already done."

Sham, who works at Luton & Dunstable Hospital as a healthcare assistant added: "I love my job, but the trust is taking advantage of us."

The trust said in a statement it was in active discussions with the union and staff regarding the matter.

It added that it would "remain committed to working collaboratively in bringing the matter to a conclusion as soon as possible".
