Blackpool and Blackburn with Darwen have topped the list of areas with the most takeaways in the county.
The figures have been compiled using data from the Office for Health Improvement and Disparities for upper-tier local authority areas.
Blackburn was 12th on the national list, with 161 outlets per 100,000 residents, a rise from 144 in 2017.
Lancashire-wide (not including Blackburn with Darwen or Blackpool) the figure was 132, up from 120 in 2017.
Blackburn with Darwen Council said it was 'working together to control the number of takeaways in the borough' and in the last 12 months only one hot food takeaway has been approved.
The numbers come amid the ongoing public health crisis around obesity, with more than a quarter of adults in Blackburn with Darwen classed as obese, and almost 70 per cent overweight, with similar figures across the rest of Lancashire.
Around a quarter of children are obese when they enter Year 6 in Blackburn with Darwen too.
One of the most easily preventable health conditions, being overweight or obese causes or increases the risk of a litany of other health problems and is a large drain on NHS resources.
Easy access to and frequent consumption of high-fat, high-calorie cheap food from takeaways is one factor behind Blackburn's bulging waistlines.
Across the UK, central London borough Camden topped the list with 417, more than double what it was in 2017, followed by another in the capital, Westminster (248), then seaside resort Blackpool (226), central London borough Southwark (205) and then Manchester (183).
Almost every local authority area in England has seen the number of fast food shops per population either grow or stay broadly similar over recent years.
The findings have been published by the Office for Health Improvement and Disparities (OHID) and cover a range of shops selling foods such as burgers, pizza, kebabs, chicken, Indian takeaways, Chinese takeaways, and fish and chips.
The new OHID data shows that, across England as a whole, there were 116 fast food outlets per 100,000 population in 2024, up from 98 per 100,000 in 2017.
In October last year, Blackburn with Darwen Council resigned a ‘healthy weight declaration’ which meant the borough could see a reduction in the number of hot takeaways.
The council joined forces with local organisations to re-sign the declaration, with a promise to develop and bring in plans to promote healthy weight and improve the health and wellbeing of local people.
It came as it was also announced councils could make it more difficult to have planning applications for takeaways approved in a bid to tackle rising rates of obesity.
Both Blackburn with Darwen Borough Council (BwD) and Lancashire County Council (LCC) said they were introducing plans to ensure takeaways will not be allowed in wards where obesity rates are high or close to schools.
BwDC has had rules in place since 2017 meaning takeaways could not be approved if they were within 400m of schools, but a review of the Healthy Weight Declaration later this month will see this expanded to entire wards where more than 10 per cent of Year 6 pupils are classified as obese.
Executive Member for Public Health, Cllr Damian Talbot, said: “Our Public Health and Planning teams are working together to control the number of takeaways in the borough.
“The Local Plan 2021-2037, adopted in early 2024, includes restrictions on permission for new hot food takeaways in areas where the obesity rate of Year 6 pupils exceeds 10%.
"This means that, through the current Local Plan, we have with powers to prevent the establishment of more takeaways that we didn’t previously have. We are already using these powers when considering new applications for hot food takeaways.
“We also offer support to businesses that want to offer healthy takeaway options, which must meet strict criteria in order to meet planning requirements.
"In the last 12 months only one hot food takeaway has been approved, following the business meeting the council’s stringent criteria on healthy food.”
In December, a pizza takeaway was refused in Bacup town centre due to the town's high rate of obese children.
Katharine Jenner, director of Obesity Health Alliance (OHA), said fast food companies were “eroding healthy eating opportunities”, while the British Heart Foundation (BHF) called for Government action over a “food system which is unfair to people in deprived areas”.
Ms Jenner said: “The findings are infuriating – almost every local authority has seen the number of unhealthy food outlets per population either grow or remain largely unchanged in recent years.
“This is happening at a time when the food industry should be making healthy food more appealing and affordable, not actively working against it.
“Evidence-based measures incentivising companies to promote, advertise, and sell healthier food are supported by the public.
“We deserve better and we can’t let the food industry continue to profit off our poor health. We can’t afford to wait any longer.”
Head of policy at the BHF, Becky Elliott, said: “We know that the easy availability of fast food on people’s doorsteps is damaging to heart health, so it is disappointing to learn that the number of takeaway outlets in most communities has either grown or is showing no sign of decreasing.
“Poorer areas of the UK generally have a higher number of fast-food outlets in their local communities, which is yet another example of how our food system continues to be unfair to people in deprived areas already struggling with higher levels of heart and circulatory disease.”

New data released in celebration of National Pizza Day has revealed a Lancashire town to have the 8th cheapest pizza in the UK.
Pinpointing all the best spots for pizza-lovers looking to indulge on a budget, the new study conducted by catering equipment specialists Alliance Online, who supply pizza equipment amongst other items, has revealed the cheapest towns and cities in which to enjoy a pizza.
While the North Yorkshire town of Middlesbrough was officially crowned as the cheapest place in the entire country in which to pick up a pizza, with an average price of just £7.94, Lancashire's very own Blackpool came in 8th, with an average price of £8.98.

The data analysed the average cost of a 12“ takeaway Margherita across the UK’s 50 most populated towns and cities, with the North of England outshining the South where price is concerned.
“The UK is a nation of pizza lovers, and our research uncovers the best places to enjoy a slice (or two) without spending a fortune,” said Rachael Kiss from Alliance Online. “Northern England, in particular, stands out as the most budget-friendly region for pizza enthusiasts.

A town in Lancashire has been named as the second most romantic place for a getaway just in time for Valentine’s Day.
A new study conducted by FJewellery has now revealed the most love-filled city destinations, ranking 50 locations based on hotel quality, affordability, and availability.
It analysed key factors such as the number of romantic hotels per 10,000 residents, average hotel rating, number of reviews, and price per night.
The results might raise some eyebrows, as lesser-expected cities take the top spots over traditionally romantic destinations.
While Ipswich claimed the top spot, Blackpool, which is known for its nostalgic seaside charm, was named the UK’s second most romantic place for a getaway.
It actually has the third highest number of romantic hotels per 10,000 residents (12.8), its slightly lower hotel rating of 7.88 pulled it just behind Ipswich with a total score of 76.26.
However, with an affordable average price of just £84 (second cheapest in the study) per night, Blackpool offers lovebirds plenty of budget-friendly options for a weekend away.
The seaside resort which is usually associated with a family day out is no stranger to being named in the top places for things, having been crowned as the cheapest place for a pint in the UK and also as the friendliest large destination.

Almost £9m is set to be cut from a Lancashire council's budget from April.
Blackpool Council's savings are coming mostly from adult social care and children's services - while council tax bills are also expected to go up by 5%.
Other services including libraries, leisure centres, street cleansing and bin collections would be protected from the savings, it said.
The authority said no jobs would be lost.
The £8.6m of savings comes despite the council receiving an extra £17.7m in central government funding.
Council leader Councillor Lynn Williams said the additional government funding was a lifeline, without which potential cuts would have been much worse, the Local Democracy Reporting Service said.
She said: "For the first time, in a long time, we have received a local government settlement that is fair and begins to tackle some of the pressures we are facing.
"Our spending power will increase by £17.7m (9%).
"This is the lifeline we desperately need to face rising demand in adult and children's social care, inflation rises and the potential impact of National Insurance increases."
She added: "I dread to think what non-statutory services we would have had to cut if we had not received this settlement. That said, we are still in a position that we need save to £8.6m in the upcoming financial year."
'Undeliverable'
Councillor Paul Galley, leader of the Conservative opposition blamed the crisis on Labour for producing an "undeliverable" budget saying, "people are going to be paying more and getting less".
He added: "We have a long history over overspending in children's services and more recently adult services - they [Labour] have never been able to deliver a budget and it does not fill me with confidence."
Mr Galley said Labour never applied for levelling up funding from the previous government to expand the town's housing stock.
He added: "Instead they chose to invest in the town centre and not where people live and that has affected their council tax income."
The main areas of savings include £3.7m from adult services, where a review of home care has found care packages can be reduced for clients able to use alternative community services designed to encourage independent living.
Nearly £2m will be saved from the children's services budget due to increased contributions from the NHS for the care of children with complex needs.
Council staff will once again be asked to take a minimum of five days unpaid leave.
The budget proposals will go before the council's executive on 5 February.
